The S4F platform operates on a competitive basis within the framework of a European-level public market. In practice, a micro-tender is launched each time a kitchen chef places an order.

A framework compliant with public procurement regulations

Supply4Future strictly complies with European public procurement legislation:

S4F is a neutral, fair, and regulated tool designed to lower entry barriers. Product offers are evaluated digitally based on predefined award criteria. The product offer with the highest score wins the tender and is selected for the order.

Questions & Answers

Any producer, supplier, or wholesaler who meets the selection criteria is eligible to use the S4F platform and can offer their products there.

Did you know?

  • Once admitted to the system, each S4F participant can freely pause and resume their participation at any time.
  • New product offers can only be submitted for the lots you specified when filling out the Excel form during your S4F application.

Delivery must be carried out by the bidder or their subcontractor, in compliance with HACCP hygiene standards and on the date specified in the purchase order. Any delivery costs must be included in the product prices listed on S4F and cannot be billed separately.

If a subcontractor is used for delivery, they must be specified in the application file when applying to participate in the S4F platform.

As a government agency, Restopolis is required to stay within the budget allocated by the State for purchasing food products.

To ensure compliance with this budgetary framework, Restopolis reserves the right to set a maximum price for certain products and, consequently, to reject the inclusion of products on the S4F platform that exceed this price ceiling.

As a government agency, Restopolis can only accept invoices sent through the Peppol system, in accordance with the law of 13 December 2021 amending the law of 16 May 2019 on electronic invoicing in the context of public procurement and concession contracts.

No! Public procurement law does not allow Restopolis to make such a commitment.

However, it is likely that Restopolis's demand will exceed the available supply of organic-local products. Products that meet the criteria of proximity and organic quality—which carry more weight than price in the tender evaluation—have a strong chance of being selected, unless their price is deemed excessive.

Restopolis reserves the right to carry out compliance checks on the data submitted for products listed on the S4F platform:

  • at the time of the final import of a product;
  • by checking at the catering sites whether the characteristics of the delivered products match those listed in the product data sheet that won the tender.

If the stock of an awarded product is depleted, it cannot be replaced with a similar product whose specifications differ or that does not meet the same criteria. In such cases, a new product offer must be submitted through the supplier portal.

With a few exceptions, Restopolis sites are closed during school holidays.

That’s why we advise S4F bidders not to rely solely on Restopolis to sell their products and encourage them to explore additional outlets as a complement.

The S4F platform is an essential management tool for the smooth operation of Restopolis and is used exclusively across all its sites. There are no plans to abandon it or revert to any other ordering system.
